Step 3 of the setup for the TPSM-80x4-UNI can seem confusing at first, but the way that the panel is mounted to the rails is simpler than it may seem.

The side of the rail with holes in it will overhang from the frame of the solar panel, allowing you to attach the clamps to the bottom edge of the frame using the included bolts and washers.
